Josh Ryor leads RAP's work in the northeast United States. He brings well over a decade of experience in traditional utility regulation, utility and regulatory innovation, distribution system planning, customer grid connection processes, clean energy program design, performance-based utility regulation, electric vehicle (EV) charging infrastructure policies and programs, corporate sustainability and rate design, among other topics.
Prior to joining RAP, Josh served as assistant secretary of energy and chair of the Electric Vehicles Infrastructure Coordinating Council in Massachusetts, where he oversaw strategic energy policy initiatives related to interconnection, EV charging, data centers, utility and regulatory innovation, and pole attachments. He also contributed to energy affordability and clean energy legislation and policy design.
Josh also previously served as the managing director of technical staff at the Connecticut Public Utilities Regulatory Authority (PURA), where he was responsible for all financial, accounting, policy, economic, and engineering analysis related to adjudicated matters before the commission. Josh also led the teams responsible for implementing PURA’s Equitable Modern Grid Framework and its' investigation into performance-based regulation.
Before joining PURA, Josh spent the better part of a decade in various roles focused on sustainable energy technologies, utility regulation, public policy, energy economics, and corporate sustainability at the Connecticut Department of Energy and Environmental Protection, the World Resources Institute, and the American Council on Renewable Energy, among others.
Josh holds a bachelor’s degree in physics and economics from the College of the Holy Cross, receiving the Nugent Gold Medal as the top physics graduate, and a Master of Science with distinction in sustainable energy systems from the University of Edinburgh. Josh also holds a certificate in financing and deploying clean energy from Yale University and received the inaugural Luminary Award from the Connecticut Power and Energy Society in 2021.
Josh is based on Boston and enjoys internal travel, hiking, visiting National Parks, a good IPA, and most New England-based sports teams.
