Francisco leads RAP’s work in electricity in the United Kingdom. His expertise in power market design, having worked extensively in the Review of Electricity Market Arrangements (REMA) and Reformed National Pricing (RNP), supports RAP’s technical advisory role.
Francisco brings over eight years of experience across consulting, regulators and system operators. Between 2022 and 2026 he worked for NESO (formerly NG ESO), Great Britain’s government-owned transmission system operator and planner. During his tenure, Francisco contributed to the development of NESO’s advice for REMA on dispatch and balancing arrangements. Later he led NESO’s work on investment signals, using quantitative and qualitative analysis to develop a vision for the reforms to connections, network charging and government-backed contracts.
Prior to his time at NESO, Francisco worked for Ofgem, the UK’s energy sector regulator, helping build the case for change that gave rise to REMA. In this role he contributed his international knowledge of electricity market design to identify the biggest challenges that the NETA design would face in a decarbonised power system. Francisco also worked in consultancy before Ofgem, leading the development of power system modelling software, using his in-depth knowledge of advanced optimisation techniques to support project valuation and long-term power system planning.
Francisco holds a master’s in competition and market regulation from the Barcelona School of Economics as well as a master’s in electrical engineering from the University of Chile.
Having been born in Chile, Francisco is a native Spanish speaker and fluent in English.
